If my GST Registration is cancelled, does it mean that I have no GST return liabilities?

No. Taxpayers must kindly note that taxpayers have to pay all the pending GST liabilities prior to the suo moto GST registration cancellation is initiated.

Any pending liability corresponding to the cancelled GSTIN is required to be paid by the taxpayer. The pending outward liabilities can even be recovered post GST registration cancellation.
